Since forming in 2021, Osborne Energy Funding Solutions has established itself as a dedicated subsidiary of Osborne Energy, specialising in the delivery of grant funding and utility funded obligations.

Through our relationships with many of the UK’s leading energy providers, Osborne Energy Funding Solutions has established a prominent position within the sector and is held in high regard for the quality of its offering.

We have the ability to introduce grant funding to support with the delivery of approved works to achieve cost savings. Funding is sourced and provided under the Energy Company Obligation (ECO 4).


The Energy Company Obligation (ECO), first introduced in 2013, is an energy efficiency scheme for Great Britain.

ECO places legal obligations on energy suppliers to deliver energy efficiency measures to domestic premises. It focuses on low-income and vulnerable and fuel poor consumer groups through the installation of insulation and heating measures. ECO aims are as follows:

  • Help alleviate fuel poverty and accelerate progress to meet fuel poverty targets
  • Contribute to carbon reduction targets in the domestic sector
  • Reduce the costs of meeting the UK’s renewable energy target through promoting more efficient energy use
  • Encourage innovation in the industry

The Energy Compliance Obligation has entered its fourth iteration (ECO 4).

The ECO 4 Order came into force on the 27th of July 2022 and will cover a four year period until 31st March 2026.

The Great British Insulation Scheme

The Great British Insulation Scheme (GBIS) is designed to deliver improvements to the least energy-efficient homes in Great Britain to tackle fuel poverty and help reduce energy bills.

The scheme complements the Energy Company Obligation (ECO4) scheme, yet unlike ECO4’s ‘whole house’ approach, this scheme will mostly deliver single insulation measures.

As well as supporting low-income and vulnerable households, it is also available to those living in homes with an Energy Performance Certificate rating of D-G, and within Council Tax bands A-D in England and A-E in Scotland and Wales.

The scheme works by placing an obligation on medium to large energy companies to deliver measures that result in reduced energy usage. It is intended to run from April 2023 until March 2026.

  • No HSE enforcement action
  • No EA enforcement action
  • Approved types and levels of insurances
  • Waste carrier licence (upper tier)
  • ICO registration
  • PAS2030:2019 for measures to be submitted
  • Trustmark registration
  • Gas Safe (if installing heating)
  • MCS Certification (for associated renewables)
